Biography
The Bahamas’ Candidate for Deputy Secretary General of the International Telecommunication Union (ITU).
Mr. Bereaux is an accomplished international leader with extensive experience in organizational management, strategic planning, and ICT sector regulation. A lawyer by profession, he currently serves as the Chief of Administration and Finance at the International Telecommunication Union (ITU), a position he has held since May 2024. In this role, Mr. Bereaux is responsible for overseeing ITU's human and financial resources, ensuring strategic alignment and efficient allocation of the organization’s critical resources in support of its global mandate.
Prior to his current role, Mr. Bereaux served as ITU's Interim Chief of Transformation from December 2023 to August 2024, where he spearheaded the development of ITU’s transformation roadmap, focusing on organizational excellence. He drove collaborative efforts to identify key challenges and formulate actionable plans to enhance operational effectiveness across the organization.
As Deputy to the Director of ITU’s Telecommunication Development Bureau (BDT) from March 2020 to November 2023, Mr. Bereaux played a pivotal leadership role, managing the day-to-day operations of the Bureau. His responsibilities included strategic planning, monitoring and evaluation, and overseeing BDT events and expert recruitment. He also led the successful review and implementation of improvements to ITU’s regional presence, resulting in tangible enhancements in performance and accountability across ITU’s regional offices.
In the BDT, Mr. Bereaux’s leadership was instrumental in the successful planning and execution of the 2022 World Telecommunication Development Conference (WTDC-22) in Kigali, Rwanda, despite challenges from delays and global disruptions, including the COVID-19 pandemic. Under his guidance, the conference attracted over 1,300 participants and became a significant milestone for the organization.
Before joining ITU, Mr. Bereaux was the Chief Executive Officer of the Utilities Regulation and Competition Authority (URCA) in The Bahamas, where he regulated the ICT and electricity sectors and provided strategic advice to the government. He also represented The Bahamas in various international and regional organizations, including ITU.
